PROPOSE to wire to Cordes as follows :---

Agree to participation of Americans up to one quarter of 2,500,000l., provided that they do not participate in materials and chief engineer. Negotiations would bave to be conducted through Chinese intermediation by our Peking representatives and by American legation. After an understanding would have been arrived at in principle, American Government would have to name American syndicate, with whom we have to arrange details.
Wire if you agree; if so, telegraph same to your Peking representative. Awaiting result of our proceedings. We are not in favour of a conference with Americans. Foregoing is the result of to-day's syndicate meeting. Are sending identical telegram to Paris.'
